When using OpenSSH exclusively the version number always matches.

That is always safest. It's my experience that is shouldn't matter much
though. Remember to check where you install the binaries. You could end up
with /usr/sbin/sshd<2.2> and /usr/local/sbin/sshd<2.3> or something else.
If you cant get the new one to run try starting in debug mode. That will
help you find any errors.
